Part of the Cernunnos Foundation River Refugium Project’s approach is to look for root causes to our pollution problems, and one of them for rivers is city waste water treatment. So we looked for a solution and modeled it. Here it is.

Here’s the Deal:

You’re going to upgrade your sewage processing anyway. It’s inevitable. Infrastructure wears out, regulations tighten, and costs always go up. But instead of spending millions on the same outdated system, pay to build the facility to my specs, and I’ll handle the rest.

  • You cover the build-out cost—just like you would for any wastewater facility upgrade.
  • I process your wastewater for a locked-in rate that’s cheaper than what you’re paying now—forever. No inflation, no rate hikes, just savings.
  • Then I take the waste and process it into valuable materials—biofuel, clean water, industrial-grade carbon, and more—and sell it back to you for a higher price than what I make processing it.

A turnkey Wastewater Solution for small cities.

We propose a fully integrated wastewater treatment and resource recovery facility that will process up to 8 million gallons per day (MGD)—matching the scale of Greenfield, Indiana’s newly expanded wastewater treatment plant. Our system eliminates traditional chemical treatment methods, prioritizing advanced filtration, biofiltration, algae-based purification, and hydrothermal carbonization (HTC) and liquefaction (HTL) for sustainable energy recovery.

This model is available to any city willing to fund the initial build-out. We will then guarantee processing of all wastewater up to 8 MGD at a fixed rate below current municipal costs. If a city has a smaller wastewater volume, we will identify regional waste sources (e.g., septic haulers, industrial waste) to ensure continuous operation and revenue generation.


Facility Overview & Technology Stack

1. Advanced Wastewater Processing (Top-Tier, No-Compromise Design)

Mechanical Pre-Treatment

  • All incoming waste is mulched and ground into a slurry.
  • A high-efficiency press operation removes excess liquid, creating two waste streams: solids for HTC and liquids for biofiltration & algae purification.

Solid Waste Handling & HTC Conversion

  • Automated sorting to remove metal and non-organic debris (sold as reclaimed materials).
  • Hydrothermal Carbonization (HTC) processes organic solids into biochar for fuel or soil amendment.
  • Off-gas capture at every stage to reduce emissions and generate additional fuel sources.

Liquid Waste Processing & Algae-Based Purification

  • Multi-stage biofiltration: Water flows through a chain of temperature- and aeration-controlled biofilters, promoting bacterial balance for nutrient breakdown.
  • Evaporation greenhouse: Natural separation of remaining impurities, reducing water volume and concentrating nutrients for algae growth.
  • Algae cultivation: Final purification occurs in algae grow beds, which absorb excess nutrients while producing high-value biomass for HTL fuel conversion.

Hydrothermal Liquefaction (HTL) for Biofuel Production

  • All harvested algae and waste liquids are processed in HTL reactors, converting biomass into usable biofuels.
  • HTL reactor wastewater is reintegrated into the system, ensuring zero external discharge.

Air System Optimization & Resource Integration

  • Ventilation from algae grow rooms feeds oxygen-rich air into office and workspaces.
  • CO₂-heavy exhaust is routed back into algae and plant growth areas, maximizing efficiency.

Post-Processing & Laboratory Operations (Lean, Cost-Effective Design)
